Note: depending on your Windows language setting, the auditing service might use different non-English names. I got a rule-ignored case too, the rule was added with Windows Firewall. Just restarting the Windows helped. But this didn’t work on other Windows setup same version. This seems to be because the Allow subject somehow becomes a subject of: a Rule added for Windows Services Hardening, which has higher priority.
